OSMEP Vision

"To be Thailand’s Key Policy Maker on SMEs Promotion and Central Agency to Coordinate All Working Systems to Propel the SMEs Promotion Work."




OSMEP Mission

Formulating SMEs Promotion Master Plan and SMEs Promotion Action Plan and producing policy recommendations for the improvement of laws and regulations in concern with the SMEs.


Propelling, supporting and developing the SME promotion systems and integrating the SME promotion works of all public and private agencies, domestically and internationally, to ensure their accomplishment in line with the SMEs Promotion Master Plan and the SMEs Promotion Action Plan.


Developing SME knowledge and database to support SME policy recommendations and SME promotion work.


Administering the SMEs Promotion Fund so as to be a tool for an effective SME promotion.

OSMEP’s Authority Stipulated by the SMEs Promotion Act, B.E. 2543 (2000)

Stipulate SME criteria suiting with economic and social conditions.

Stipulate sectors and sizes of SMEs eligible for the support and assistance and produce recommendations for SME policies and plans.

Coordinate the public agencies, state enterprises and private organizations relevant to SME promotion in order to formulate SME promotion plans.

Study SME conditions and produce Thai SMEs White Paper.

Provide recommendations for the committees concerning the improvement of the SMEs Promotion Act and undertake the process of SME promotion law amendment and new law creation.

Administer the SMEs Promotion Fund in line with the policy and resolutions of the National Board of SMEs Promotion and the Executive Board of the Office of SMEs Promotion.

Undertake the clerical work of the National Board of SMEs Promotion, the Executive Board of the Office of SMEs Promotion, the subcommittees formed by the Boards.

Operate other tasks stipulated and authorized by law or assigned by the National Board of SMEs Promotion and the Executive Board of the Office of SMEs Promotion.

Acquire, hold, or possess real rights; rent, let, hire purchase, lease, transfer or takeover ownership of the hiring or leasing; sell movable and immovable property; and accept donated property.

Get or provide collateral loans or personal guaranteed loans or do investment. All of these transactions must be done only to research, develop and promote the SMEs toward higher efficiency.

Provide support and assistance for the promotion of SMEs.

Enter joint ventures with other entities or hold ownership shares in private or public companies for the benefit of SME promotion.

Cooperate with the public agencies, state enterprises, and private organizations, domestically and internationally, for the benefit of SME promotion.

Accept remunerations and service fees for the service provision under OSMEP’s framework and objectives and set conditions for such remunerations and fees.

15

Carry out other tasks in concern with the effort that helps accomplish OSMEP’s goals and objectives.
